The Western Land-Sea Corridor, located in the hinterland of western China, plays an important role in the "Belt and Road" strategy and is a key facility to support high-level opening up and build a new development pattern.
On the occasion of the fifth anniversary of the issuance of the "Overall Plan for the Western Land-Sea Corridor", the General Administration of Customs once again launched new measures at the end of last year after issuing 15 support measures in July last year.
Why choose to launch new measures at this time, and what are the deep-level considerations behind it?
In response to this question, Chen Zongwang, deputy director of the General Business Department of the General Administration of Customs, said that after in-depth research and careful analysis, it was found that some companies hope to improve their competitiveness in the Western Land-Sea Corridor by reducing logistics costs. In addition, with the vigorous rise of new foreign trade formats such as market procurement and e-commerce in the new corridor, the demand for new barter trade is also growing.
In response to this situation, the new measures mainly focus on the following four aspects:
First, upgrade the level of customs clearance facilitation along the route. Introduce innovative regulatory mechanisms and optimize service processes to increase the import scale of bulk resource commodities in the Western Land-Sea Corridor and improve the port logistics environment.
Secondly, support the construction of open platforms along the route. Encourage the separation of supervision of domestic and foreign trade goods in bonded logistics centers (Type B) along the route, support comprehensive bonded areas along the route to undertake industrial transfer from the east, and realize the policy synergy effect of "channel + platform".
Secondly, promote the transformation and upgrading of industries along the route. Support localities to cultivate new impetus for foreign trade, expand the export of characteristic high-quality agricultural and food products, pilot the "inspection before packaging" supervision model, and promote the quarantine access process of high-quality agricultural products in ASEAN.
Finally, reduce logistics costs. Deepen the implementation of the freight deduction policy for the domestic section of the Western Land-Sea Corridor, expand the scope of application of the tax refund policy at the land port of departure, meet market demand, and carry out reforms to facilitate the import customs clearance of "medicine and food of the same origin" products.
For the western region, the Western Land-Sea Corridor is not only a logistics artery, but also an important engine for industrial development.
Chen Zongwang pointed out that as the logistics network of the Western Land-Sea Corridor is gradually improved, the number of covered ports is increasing, and the variety of goods is richer. In addition, the General Administration of Customs will strive to promote the integration of this channel with the China-Europe Express and the Yangtze River Golden Waterway, and gradually expand it to the China-Laos and China-Vietnam trains, so that more companies can enjoy policy benefits and promote greater prosperity of economic and trade industries along the route.
