Recently, the Ministry of Transport and the Ministry of Public Security jointly issued the "Notice on Further Establishing and Improving the "One Road, Multiple Parties" Working Mechanism to Strengthen the Monitoring, Early Warning and Disposal of Highway Sudden Dangerous Situations" (hereinafter referred to as the "Notice"), which aims to strengthen the inspection, monitoring, early warning intervention and emergency disposal of highway sudden dangerous situations to ensure the safety of public travel.
The "Notice" clearly pointed out that all units should attach great importance to the monitoring, early warning and disposal of highway sudden dangerous situations, and work with relevant departments such as emergency management and meteorology to jointly establish and improve the "One Road, Multiple Parties" working mechanism. By integrating the resources and forces of all parties, we will promote the formation of a working model of resource sharing, information exchange, and personnel linkage, standardize the work process of road-police linkage, and coordinate disaster warning, order management, hidden danger management, emergency disposal, publicity and warning and other work.
In addition, the "Notice" also emphasized that all localities need to further strengthen the inspection and monitoring of highway sudden dangerous situations, adopt the "manual + video" method for monitoring and inspection, especially in the concentrated rainfall period and nighttime and other important time periods to increase the intensity and frequency of inspections. At the same time, strengthen the research and development and application of new technologies and equipment for highway monitoring and early warning, and improve the automatic perception capability of highway sudden dangerous situations. In addition, we will strengthen technological innovation and data analysis applications, and work closely with Internet map navigation platform operators to provide technical support for the targeted management of "one road, multiple parties". Finally, we will strengthen early warning intervention for sudden highway accidents, strengthen safety warnings for drivers of passing vehicles on high-risk sections, and improve the closed-loop management system of early warning responses at all levels, so as to scientifically and efficiently carry out the response and disposal of sudden highway accidents, thereby effectively improving the emergency response capabilities of "one road, multiple parties".
